Google Ads Suspended for Circumventing Systems: What It Means

The Adtucon toucan pointing

It means Google decided your account tried to trick or get around its ad review, which it treats as an egregious violation, so the account was suspended on detection, without warning, and you can't advertise again unless an appeal succeeds.

The email usually arrives before the coffee does. Campaigns that ran for months have stopped, the notice names a policy you've never read, and the first idea in the room is to open a new account and carry on. Hold that thought, because the policy lists exactly that as a violation. This page goes through what Google is accusing you of, what you can still do inside the account, and how to build an appeal with a chance.

Key takeaways
  1. Circumventing systems is an egregious violation for Google, so the suspension comes on detection and with no warning.
  2. A new account is one of the things the policy names, and one opened through an agency is still a new account.
  3. Accounts come back only in compelling circumstances, such as a mistake, so the appeal has to explain what happened and what you fixed.
  4. You have at least 6 months to appeal, and Google asks for one appeal at a time.

What does circumventing systems cover?

More than the name suggests. People hear it and think of one trick, a clean page for the reviewer and a different one for the customer. The policy reaches much further.

What Google targetsExamples from the policyWhere buyers trip over it
Showing Google one thing and users anotherA compliant page for review with different content for people. A pop-up that blocks most of the site. A click tracker that redirects to prohibited contentA redirect left in from an old funnel, or a hacked site
Repeating what was disapprovedVariations of ads, domains or content already disapprovedMoving a disapproved ad to a fresh domain
Multiple accountsNew accounts after a suspension. Spreading violating ads across 2 or more accounts. Dozens of accounts behind a scamA second account "just to keep things running"
CertificationsUsing several accounts to promote products you aren't certified for. Not re-certifying for gambling and games after a material changeLicence or offer changed, certification didn't
VerificationFalse or fraudulent information or documentsDocuments that don't match the business running the ads

The policy also lets Google suspend you on "adverse regulatory warnings, settlements, or rulings" about your advertising, or on direct complaints from users or businesses. In deciding, it may review your ad, website, accounts and third-party sources, so the ad isn't the only thing being read.

The email usually arrives before the coffee does.

What doesn't count?

Normal variation. Google says it's fine to show slightly different content to different people, such as other languages, different offers, or changes for location and slower connections, as long as the promoted product or service is the same for everyone. Click trackers and redirects are fine too when they aren't hiding anything, and Google advises using certified trackers.

Editorial disapprovals don't belong here either. Google says accounts aren't suspended under this policy for issues like formatting or misspelled words.

A hacked site can land you here without you doing anything. Google raises this itself, since content can be added to a site without the owner knowing, and it points to its Safe Browsing tool as a first check.

Why did it happen with no warning?

Because Google keeps two tracks, and this one has no warnings on it.

Egregious violationsRepeat violations
IncludesCircumventing systems, counterfeit, malicious software, unacceptable business practices and othersBreaches of other policies, repeated
WarningNone. Suspended on detectionAt least 7 days before a suspension
StepsStraight to suspensionNo strike for the first violation, then a 3-day hold, a 7-day hold, and suspension at the third strike
After that"You will not be allowed to advertise with Google Ads again", unless an appeal winsAppeal

If you were used to strikes and holds, this will feel disproportionate. Google's position is that these cases are serious enough that a warning isn't an option.

A hacked site can land you here without you doing anything.

What can you still do in a suspended account?

Suspended accounts are read-only with a few exceptions. You can view reports, cancel the account, claim refunds, make payments, download tax documents, add a payment method, update security settings, complete verification and appeal.

Download what you need now. Google warns that advertisers may lose access to suspended accounts after an extended period.

There's also no rush to file a weak appeal today. All advertisers have at least 6 months from the suspension date.

Editorial disapprovals don't belong here either.

Will a new account fix it?

No, and it can make things worse. One of the examples in the policy reads "after a previous suspension decision, attempting to use the Google Ads system again by creating new accounts to re-enter the system". The suspensions overview adds that accounts related to the suspended one may be suspended, that new ones the advertiser tries to create may be suspended too, and that Google highly recommends reinstating suspended accounts before creating new ones.

That covers an agency account as well. If the business, the site and the offer are unchanged, a different name on the billing doesn't make it a different advertiser. Remember what Google says it reviews, including your website, your accounts and third-party sources.

Look at it from the provider's side too. Google's third-party policies list "enabling circumvention of Google Ads systems" among the violations for agencies, described as "actively promoting or engaging in practices designed to circumvent" its enforcement. So a seller offering a clean restart after this suspension is advertising the thing that puts their own accounts at risk, and yours along with them. Walk away from that offer.

No, and it can make things worse.

How do you build the appeal?

Work through these in order. The appeal is the last step, because everything before it is what makes it credible.

  1. Stop. Don't open accounts and don't move the same ads anywhere else.
  2. Read the email properly. It identifies all the policies you were suspended for and links to the appeal. A suspension can name more than one.
  3. Find the cause. Click through your own ads from the target country on a clean phone. Compare what opens with what you think you're running. Walk every redirect, tracker and pop-up, and check who else has edit access to the site. Run Safe Browsing in case the site was hacked.
  4. Fix it, and keep the proof. Removed redirects, the certification you applied for, a dated copy of the new page.
  5. Check every related account. Google asks you to make sure that all linked, previously linked and related accounts comply before you appeal. Those suspensions have to be resolved too.
  6. Talk to your agency, if you have one. The policy itself says so.
  7. Finish verification if you're asked to. Some advertisers have to pass advertiser verification to reach the appeal form, and after 3 failed attempts they can't appeal at all. Treat those attempts as scarce.
  8. File through the Contact Us link in the notification at the top of the account. Each suspended account needs its own appeal. Send one at a time, because Google may stop processing repeats, and it can suspend processing for 7 days if it sees the function being misused.
  9. Wait for the email. The account shows Appeal pending in the meantime. If you're rejected, you can re-appeal the same way, with something new to say.

Don't open accounts and don't move the same ads anywhere else.

The toucan presenting with an open wing

For the text itself, Google asks you to be "thorough, accurate, and honest". Say what happened, why people saw something different from Google if they did, and what you changed. Why you have several accounts, if that's the issue, and how any connected suspensions were resolved. Skip the generic letter about your valued business.

Be realistic as well. Accounts come back only "in compelling circumstances, such as in the case of a mistake". If it was a mistake, a hack or a former freelancer's funnel, you have something real to explain. If the setup was built to hide something from review and nothing has changed, an appeal is unlikely to save it, and Google has said you won't be allowed back.

What's different on an agency account?

Four things work differently when an agency holds the account.

Who files. The appeal comes from inside the account, so usually the agency sends it. Your job is the evidence, meaning the landing page, the creatives and the business details.

Whether it's about you. Your account can go down because of something next to it. Google says an account suspended because other accounts verified with the same identity documents were suspended is automatically reinstated once those accounts are successfully appealed. Ask your provider directly whether the problem sits with your ads or with the setup above you.

The appeal is the last step, because everything before it is what makes it credible.

Where the money goes. Google says that if an account was suspended and you qualify for a refund, you can always cancel and receive it. On an agency account that refund goes through the account holder, so your contract decides what happens next. We go through it in what happens to your balance.

If you're in the EU. Google notes that users and advertisers in the EU may have additional redress options under the Digital Services Act. We cover the articles that matter in the same balance guide.

What do we do when a client's Google account goes down?

Bans happen, on any account, and we won't tell you otherwise. You hear it from a person, with what the platform told us. We read why it happened, fix what can be fixed and resubmit with you.

Our usual line on a fallen account is that if it can't come back, you get a new one at no charge. Google's rule above sets the limit on that. A replacement can't help a business Google has suspended for circumventing, because that new account is exactly what the policy forbids.

If you come to us with a suspension from somewhere else, tell us why it was suspended. Some cases we can take, some we can't, and we say so before you pay. A site, offer and business that are unchanged since the notice is a case no new account fixes, ours included.

Frequently asked questions

Can a circumventing systems suspension be reversed?

Yes, through an appeal, but Google says accounts are reinstated only in compelling circumstances, such as a mistake. If nothing has changed on your side, expect a rejection.

How long do I have to appeal?

Google says all advertisers have at least 6 months from the suspension date to submit an appeal. If an appeal is rejected you can re-appeal the same way.

Can I open a new Google Ads account after this suspension?

Google lists creating new accounts to re-enter the system after a suspension as a violation, and says new accounts the advertiser tries to create may also be suspended. It recommends reinstating suspended accounts first.

Will an agency account get me back on Google?

Not by itself. If the business, the site and the offer are the same, a new account under an agency is still a new account after a suspension. Any provider promising otherwise is promising something Google names as a violation.

Can I get a refund from a suspended account?

Suspended accounts can still cancel and claim refunds, and Google says that if you qualify for a refund you can always cancel and receive it. On an agency account, the refund goes through whoever holds the account, so your contract decides the rest.
