Is a sweeps offer gambling?

It depends whose definition you read. Meta looks for monetary value in both entry and prize. TikTok says sweepstakes involve no wagering, then files them under non-casino games in its gambling policy. Snapchat lists sweepstakes in its gambling section. Do you need a licence for prize offers?

Meta, Google and TikTok don't name one for a straightforward prize promotion. Snapchat lists sweepstakes in a section that does ask for a licence, so ask us first. The law of each country still applies, and Snapchat says in writing that's your job.

Why can't you send the Snapchat form for me?

Snapchat won't accept it from us. Its policy rules out agencies by name. We prepare it with you and you send it.

Which countries work?
