Your model is 24 and looks 20, and TikTok goes by the look.
You have her age on the release and it doesn't help. TikTok's dating rules list "Models that appear to be 21 years of age or younger" as not allowed, and the word that counts is appear. Snapchat says much the same about anyone who looks too young for the service.

The account and the permission run on two clocks. Most Meta accounts go live within 48 hours. The permission runs on Meta's clock, and nobody can honestly sell you a number for it. So request the accounts early. Google's application asks for your Google Ads ID, so that form can't go in without an account. Snapchat names no permission step for dating, which makes it a sensible place to start while the others read.

Do I need permission on Meta?
Yes. Dating ads are only allowed with prior written permission, and that goes for matchmaking, profile management and dating aggregators too. Social apps with no matchmaking, such as meetup apps, don't need it.
Do you apply for me?
We go through the form with you before it goes in, and we tell you who sends it on your setup. The permission is Meta's to give, about your service, so nobody can sell it to you.
Can I start on Snapchat first?
Often, yes. Snapchat names no permission step for dating, only 18+ and the closed countries. Send your markets and we check they're not on the list.
Do you take adult dating?
No. Meta blocks sexual emphasis in dating creatives, Snapchat blocks overtly sexual ones, and Google wants compensated dating prohibited on your site. If the offer needs that to sell, it won't run through us.
