X (Twitter) Agency Ad Account: How to Get One

The Adtucon toucan pointing

You get an X (Twitter) agency ad account through a provider that runs X campaigns for clients, using multi-user login on an ads account whose handle already meets X's eligibility rules.

X offers no separate agency product that we could find, so the handle comes first and the account is the easy bit. On X the handle is the advertiser. Its profile, its posts and its verification are all part of the check, and buyers who treat X like Meta, where you ask for an account and a BM gets shared with you, get a surprise.

One note on sources. We read these rules on 1 November 2026. Where we couldn't open X's live page we used a dated archived copy, marked in the sources list, so check the live page before you rely on a country rule.

Key takeaways
  1. X has no agency account product we could find. The route it documents is multi-user login, where a client gives an agency access to an ads account.
  2. The handle has to be eligible first, which means verified, public, not suspended and with a working bio link.
  3. Finance, crypto and gambling depend on the country you target and need X's prior authorization. An agency doesn't remove that step.
  4. X points advertisers planning $5,000 a month or more towards an insertion order to avoid credit limits.

What does X require before any account can advertise?

X's eligibility rules apply to all advertisers, and an agency doesn't exempt you from any of them.

RequirementWhat X saysCheck this first
VerificationThe account must be verified. Verified Organizations for businesses and government entities, X Premium for individualsWhich one fits the handle that will advertise
Public postsPosts from an advertiser account must be publicProtected posts switched off
Account statusDeactivated or suspended accounts can't participateThe handle's standing outside ads
ProfileProfile and header photos can't be GIFsLeftover animated headers
Bio linkA functional, live URL that isn't gated and accurately represents your brand and productAge gates or a holding page
LanguageAds targeting certain countries must be in the local languageTranslated creatives ready
LocationNo ads to, and no advertiser accounts in, jurisdictions under comprehensive trade sanctions, including Cuba, Iran and North KoreaWhere the business and the target sit

X also keeps a list of countries and territories for self-serve advertisers, and it can pause ads to or from a location during a sensitive event.

On X the handle is the advertiser.

How do you get an X agency ad account?

  1. Get the handle eligible. Run through the table above before you talk to anyone.
  2. Tell the provider your vertical and your target countries. On X those two facts decide nearly everything, so they come before any talk of price.
  3. Apply for pre-authorization if your category needs it. More on that below. X wants it approved before you launch.
  4. Set up access. X's multi-user login lets a client connect an ads account to an agency's so the agency can run campaigns for them. An account can work with several agencies this way.
  5. Agree who pays. Each X ads account has a single default funding source, so whose money runs the campaign depends on which ads account it sits in. A new one is requested through a support ticket.
  6. Launch and expect review. Promoted posts can be marked for review, and a post in review can't run in any campaign that includes it.

Who should get which access level?

Hand out as little as the job needs. X's access levels are clear enough to do that, and the difference matters because account administrators can see card and billing information.

LevelWhat it allowsGive it to
Account administratorFull access, can add or edit administrators and ad managers, can see card and billing detailsYou, and a second person you trust
Ad managerEdits campaigns and views data, can't grant accessThe agency or buyer running campaigns
Creative managerEdits creatives and views previews, no campaign changesA designer or creative team
Campaign analystViews performance data onlyAnyone who needs reports

Handles get access from their own login, so nobody needs your password. If anyone asks you for it, say no.

Hand out as little as the job needs.

How do billing and credit limits work on X?

To start a self-serve campaign you need an active card on the account. X places a $5 pre-authorization to test it, removed within 7 days.

From then on your credit limit runs things. X defines it as the maximum unpaid balance an ads account can spend. Automatic billing charges your card at a set spend level, the charge frees up the limit, and if the balance stays unpaid your ads pause.

The limit rises with payment history on a tier system. X's credit limits page says it can't raise the limit manually, while the billing FAQ in our archived copy talks about a support ticket for accounts that meet certain criteria. Plan on it being automatic, and treat a ticket as a bonus.

The bigger lever is in that same FAQ. If you plan to spend $5,000 or more a month, X says to apply for an insertion order to avoid credit limits.

Watch the payment side too. X can halt accounts temporarily or permanently for inconsistent payment information or suspicious activity such as multiple chargebacks or failed payments, and you appeal through support. A card that doesn't match the business on the account fits the first of those reasons.

Which verticals need pre-authorization on X?

X lists restricted categories that are allowed with restrictions, namely adult content, alcohol, drugs and drug paraphernalia, financial products and services, gambling and games, healthcare and pharmaceuticals, political content, and tobacco. Advertisers must follow local law, mandatory warnings, targeting rules and pre-authorization requirements.

The limit rises with payment history on a tier system.

X calls this step "getting certified". It has nothing to do with Adtucon Certified, which is our own programme and isn't issued by any platform.

CategoryWhat's prohibitedWhat's allowed, and on what terms
FinanceBinary options, bail bonds, penny stocks, financial spread bettingBanks, brokers, loans, currency trading, insurance, CFDs and more, with a licence where the country requires one
Crypto and DeFiICOs, IEOs, IDExOs, mining hardware and servicesExchanges, wallets, staking, crypto CFDs and DeFi once you meet country licensing. Educational content and smart contracts without licensing
NFTsBlockchain games based on chance, in some countriesNFTs and marketplaces are permitted, and blockchain games have their own country rules. An approval for NFTs doesn't extend to crypto, you apply separately
GamblingProhibited by defaultAllowed with restrictions in specified countries, in some only with prior authorization that starts with an X account team. Our copy of this page is from 2024, so use it as a starting point only

The country is where the work is. In the finance policy, a UK campaign for banking, investment or currency exchange needs an FCA or Gibraltar licence. A crypto campaign needs FCA registration or authorization in the UK, an SEC, CFTC or FinCEN registration in the US, BaFin authorization in Germany, and an AMF registration or licence in France. Colombia, Mexico and Venezuela can only be targeted by finance advertisers based there. It also says crypto and DeFi can't be advertised in Belgium, Greece, Qatar, Russia, Singapore, Slovenia or Ukraine.

So "can I run crypto on X?" has no general answer. It comes down to your licence, the product and the country.

Should you buy an old X account instead?

We wouldn't. The search for "buy Twitter ads accounts" assumes that age or history is what you're missing, and on X that thinking backfires.

X's authenticity policy lists trading, buying or selling access to accounts as not allowed, including the temporary or permanent transfer of an account. The review also looks at how an account uses X, its profile and its content, along with its advertising status, so a bought handle brings a stranger's history into that review. It doesn't help with verification, licences or the business on the card either.

If the reason for buying is a previous suspension, it's worse. The same policy lists repurposing an existing account and having someone else operate an account for you among the ways of evading enforcement, and X reserves the right to suspend any other account it believes the same holder or entity is operating.

The country is where the work is.

What happens when X stops an account?

It depends on what triggered it. A post in ad review just can't run until it's approved. An account in review has its campaigns paused, and they resume on approval. A disapproved account can no longer take part in X Ads, and all its campaigns are halted. You can check status or ask for an expedited review with a support ticket from the Help button in your ads dashboard.

Refunds go through a ticket as well, and X says that if it finds no billing or technical error it can't process the request. For what that means on a provider's account, see what happens to your balance.

Bans happen on X like anywhere else. If it's an account with us, you hear it from your manager, with the reason, and we fix what can be fixed and resubmit with you.

The bigger lever is in that same FAQ.

What does X look like with Adtucon?

X doesn't run through the Adtucon Platform, and we won't pretend it does. You work with your manager, who handles top ups and setup with you.

We check your vertical against your country before you pay, because on X the same offer can be fine in one market and closed in the next. On our side verticals fall into three groups. Standard covers ecommerce, lead generation, apps, B2B, and content and media. Regulated covers crypto, gambling, healthcare, finance and alcohol, and each of those still depends on the country and on X's authorization. Everything else we assess case by case, and we set it up only if it's viable. Being on the list isn't a yes from X.

Delivery on X is a date we give you in chat, since we only print times we've measured. Your rate depends on vertical and volume. One message in chat gets you the number.

Frequently asked questions

How do I get an X ads account?

Your handle has to meet X's eligibility rules, including verification through Verified Organizations or X Premium. Then you add a payment method at ads.x.com, or work with a provider and give them access through multi-user login.

Can I run X ads without a credit card?

X says you need an active card to start a self-serve campaign. The alternatives are an insertion order, which X offers from $5,000 a month, or running on a provider's billing.

Can I buy a Twitter ads account?

We wouldn't. X's authenticity policy lists buying and selling accounts as not allowed, review looks at the handle's own history and content, and repurposing an existing account is one of the ways X says people evade enforcement.

Can I run crypto or gambling ads on X?

Sometimes. It depends on the product and the country you target, and you need X's prior authorization before launch. Exchanges and wallets need country licences, and initial coin offerings and mining are prohibited.

How much does an X agency account cost with Adtucon?

Your rate depends on vertical and volume. One message in chat gets you the number. Tell us the vertical and the country, and we'll check them before you pay.
